گذار از یک سیستم تکقطبی به یک نظام جهانی چندقطبی باعث میشود که تعداد بیشتری از کشورها درگیر جنگها و منازعات نیابتی بین قدرتهای بزرگ و قدرتهای منطقهای گردند. برخی از کشورها با بهکارگیری سیاست خارجی فعالانه در طول منافع قدرتهای بزرگ حرکت خواهند کرد و این مسأله به آنها امکان میدهد تا از منافع رقابت میان این قبیل کشورها در بازی قدرت، حداکثر استفاده را برده و استقلال ژئوپلیتیکی خود را حفظ کنند. با این حال، برخی دیگر از کشورها بهدلیل ضعفهای اقتصادی و سیاسی درگیر جنگ نیابتی شده و در این کشورها، منافع قدرت بزرگ بر منافع این قبیل کشورها تقدم مییابد و این مسأله بیثباتی و حتی جنگ را برای آنها بهوجود میآورد. یکی از مصادیق امروزی این گزاره، کشور لیبی است که در حال حاضر به صحنه درگیری و جنگ نیابتی میان قدرتهای بزرگ و منطقهای بدل شده است. سؤال اصلی این پژوهش آن است که در محیط جنگ داخلی لیبی دو کشور روسیه و ترکیه چه نقشی بازی کرده و بهدنبال چه منافعی هستند؟ مقاله آن است که دو کشور ترکیه و روسیه بهمثابه دو طرف رقیب در جبهه لیبی، تلاش دارند تا با استفاده از مدل سوریه به توافق و مذاکره برای کسب نفوذ و جایگاه بالاتر در آینده این کشور دست یابند. در ادامه، پژوهش به این نتیجه میرسد که بهرغم تلاشها برای توافق و اجرای مدل سوریه، مسأله لیبی با توجه به حضور و نفوذ کشورهای دیگری چون عربستان سعودی، امارات، مصر و کشورهای اروپایی، ابعاد پیچیدهتری داشته و توافق دو کشور ترکیه و روسیه اگرچه مهم بهنظر میرسد؛ اما به نتیجه و راهحلی برای ایجاد ثبات در لیبی ختم نخواهد شد. این مقاله با روشی توصیفی به جمعآوری دادهها پرداخته و درنهایت به تحلیل وضعیت پیچیده این کشور میپردازد.

The main question of this research is what role did Russia and Turkey play in the context of the Libyan civil war and what are their benefits? The hypothesis of this article is that Turkey and Russia, as rivals on the Libyan front, are trying to reach an agreement and negotiate using the Syrian model to gain influence and a higher position in the future of this country. The study concluded that despite efforts to agree and implement the Syrian model, the Libyan issue has more complex dimensions due to the presence and influence of other countries such as Saudi Arabia, UAE, Egypt and European countries, and the agreement between Turkey and Russia, although Seems important; But it will not end with a solution to stabilize Libya. This article collects data in a descriptive manner and finally analyzes the complex situation of this country.
