Abstract:
سیاستگذاری و توسعه فناوریهای حوزه انرژی، از مباحث پر استناد در حوزه اقتصاد است.گام اول برای سیاستگذاری توسعه فناوری، تبیین موانع موجود در مسیر توسعه و به دنبال آن تدوین سیاستها و بهکارگیری ابزارهای سیاستی مناسب در جهت رفع این موانع می باشد. نظر به گسترش روزافزون فناوری تولید همزمان برق و حرارت در کشورهای توسعه یافته و همچنین وجود زمینههای مستعد برای توسعه و کاربرد آن در کشور، این مقاله به شناسایی مهمترین موانع و مشکلاتی که تا امروز سبب عدم توسعه این فناوری مطابق با اهداف پیشبینیشده در کشور شدهاست، میپردازد. رویکرد منتخب برای استخراج این موانع، رویکرد تحلیل چندسطحی است که از رویکردهای پرکاربرد و جامع در مطالعات مربوط به گذارهای فناورانه است و به دلیل توجه به عوامل اجتماعی و کلان، از آن استفاده شدهاست. مقاله، موانع عدم توسعه فناوری تولید همزمان برق و حرارت در کشور را با استفاده از تکنیک تحلیل عاملی تأییدی استخراج میکند. نتایج این تحقیق نشان میدهد عوامل مربوط به نظامات اجتماعی و همچنین عوامل فرهنگی و اقتصادی کلان کشور، نقش پررنگتری نسبت به عوامل مربوط به فناوری در عدم توسعه فناوریهای بخش انرژی و بهویژه فناوری تولید همزمان برق و حرارت داشتهاند.
Making policies for technology development in energy sector has been amongst the most cited issues in economic studies. The first step to make policy for technology development is to recognize barriers and bottlenecks of technology development. Regarding the growing significance of CHP technology in developed economies and also the potential competence in Iran, this paper aims at identifying the most important barriers hindering the CHP development in Iran in comparison with the national plans. The Multi-Level Perspective approach was selected to recognize these bottlenecks as it considers the social and macro contextual factors. The problems were identified and then verified using confirmatory factor analysis. The results demonstrate that the social, cultural and macro-economic factors play the more important role compared to technological factors. More precisely, connecting to a centralized and public power grid has become a routine for industries in Iran. Moreover, regulations and standards required to connect the CHP plants to these centralized grid have not been designed well. At the next level of importance, some cultural attitudes such as preferring foreign technologies were noticed to have the considerable negative effect on CHP development in Iran.
