Abstract:
حوضه آبریز زاینده رود، طی دو دهه گذشته کاستی های بسیاری را در مدیریت منابع آب تجربه نموده و شاهد بروز موارد متعددی از نارضایتی ذینفعان بوده است. با عنایت به اصول حکمرانی، هرگونه سیاستگذاری در این حوضه، نیازمند شناسایی میزان تأثیر هریک از کنشگران بر ابعاد مسئله و در ارتباط با یکدیگر است. هدف این پژوهش پاسخ به این سؤال است که شبکه حکمرانی آب حوضه زاینده رود در جغرافیای استان اصفهان، به چه میزان و متأثر از فعالیت چه کنشگرانی است. مقاله حاضر به همین منظور و با استفاده از چارچوب حکمرانی به شناسایی و احصای 21 گروه از کنش گران مسئله آب در جغرافیای مذکور پرداخته است. گردآوری دادهها و رسیدن به مرحله اشباع نظری، با جمع آوردی داده از 72 نفر از مشارکت کنندگان در پژوهش و تحلیل آن با استفاده از روش تحلیل شبکه ای حاصل شده است. دادههای حاصل از پژوهش با استفاده از نرمافزار UCINET و دو قابلیت تحلیل ساختاری و اعمال مؤلفههای ارزشی، مورد تحلیل قرار گرفته و سپس با استفاده از نرمافزار NETDRAW ترسیم شده است. یافتهها حاکی از آن است که نوع خاصی از شبکه تأثیرگذاری بر مدیریت منابع آب در این حوضه شکل گرفته که متناسب با ماهیت حکمرانی مطلوب آب نیست. در این شبکه از روابط، طیفی از کنش گران با قابلیتهای متفاوت، دارای رفتار و در نتیجه تأثیرگذاری خاص بر مسئله آب، مورد شناسایی قرار گرفتهاند.
Over the past two decades, the Zayandeh Rud River basin has faced numerous challenges in water resource management, resulting in widespread stakeholder dissatisfaction. In light of governance principles, effective policy-making in this area necessitates an understanding of each actor’s impact on the problem’s various dimensions and their interrelationships. This research aims to determine which actors influence the Zayandeh Rud River basin’s water governance network within Isfahan province’s geographic area and to what extent. Using a governance framework, this paper identifies 21 groups of water actors within the specified geography. Data collection and theoretical saturation were achieved through the analysis of data from 72 research participants using network analysis methods. The research data was analyzed using UCINET software, utilizing structural analysis and value component implementation capabilities, and visualized using NETDRAW software. The results reveal the formation of a unique influence network on water resource management, which is not conducive to optimal water governance. This network comprises a variety of actors with distinct capabilities and behaviors, resulting in specific impacts on water issues.
