چکیده:
به اعتقاد مازلو، نیازهای ذاتی انسان، فعال کننده و هدایت کننده رفتارهای او است و روشهایی که برای ارضای آنها به کار گرفته میشود، اکتسابی بوده و در فرهنگ های مختلف، متفاوت هستند. از آنجا که این نیازها به صورت سلسله مراتبی منظم شدهاند تا زمانی که نیـازهای پایینتر که شدت بیشتری دارند ارضا نشوند، نیازهای بالاتر فعال نمی شوند. کشورها نیز در راستای حفظ و استمرار موجودیت و بقای خود به ترتیب سلسله مراتبی هرم مازلو دارای نیازها و اهدافی هستند که در عرصه-ی سیاست خارجی و داخلی - براساس شرایط ژئوپلیتیک و فضای راهبردی حاکم بر منطقه- درصدد مرتفع کردن آن نیازها هستند. در منطقه خلیجفارس با توجه به تعدد منابع تنش، واکنش های کشورها بیشتر معطوف به موضوع امنیت است که در سطح دوم هرم سلسله مراتبی مازلو قرار دارد. اهمیت این موضوع در منطقه خلیجفارس چنان افزایش یافته که به هدف اولیه ی سیاست خارجی کشورهای منطقه مبدل شده و نوعی رویکردهای تعارض برانگیز و رقابت آمیز را به منظور دستیابی به امنیت، شکل داده است. بنابراین دستیابی به دیگر نیازها مانند؛ احساس تعلق و روابط دوستانه، احترام متقابل نسبت به ارزش ها، اعتمادسازی و خودشکوفایی درون منطقه ای در گرو گذر از سطوح پایین هرم نیاز است. از این رو این پژوهش به روش توصیفی ـ تحلیلی به دنبال پاسخ به این پرسش است که با توجه به هرم مازلو، کنش های رفتاری کشورهای پیرامون خلیج فارس در کدام سطح این هرم قرار دارند و عوامل موثر بر این وضعیت کداماند؟ به سبب پرشماری منابع تنش مانند؛ ایران هراسی، اختلافات مرزی، تحول در توازن قوا در منطقه و... کنش های رفتاری کشورهای منطقه متوجه سطح دوم یا نیازهای امنیتی هرم مازلو است که بازتابهای آن در قالب مسابقات تسلیحاتی، پیوند راهبردی با قدرت های فرامنطقه ای، اتخاذ رویکردهای متعارض در عرصه سیاست خارجی و... نمود یافته است.
