چکیده:
از دیرباز مجهز شدن به سلاح، از جمله کنش های راهبردی واحدهای سیستم بین الملل بوده که برای مدیریت و ﺗﺄمین امنیت خود بکارگرفتهاند، البته این شکل از کنش منجر به بروز مسابقههای تسلیحاتی شده است.؛ این رقابتهای تسلیحاتی در طی سالهای اخیر با عینیت بیشتری در حوزه خلیجفارس، به خصوص کشورهای عرب این منطقه دیده شده است. به واقع صرف نظر از رقابتهای راهبردی و ایدئولوژیک کشورهای عرب منطقه به ویژه در مقابل ایران، دولتهای غربی و ایالات متحده، هم به صورت مستقیم، هم غیرمستقیم به دلیل مسائلی نظیر امنیت انرژی، بر معمای امنیت و ایجاد یا تشدید مسابقههای تسلیحاتی در این منطقه افزودهاند. نظر بر همین ﻣﺴﺄله، شناخت ماهیت و ابعاد مختلف رقابتهای تسلیحاتی حوزه خلیج فارس در گستره ﺗﺄمین امنیت منطقهای اهمیت بسیار زیادی دارد. ما در این مقاله درصدد هستیم با توجه به این ﻣﺴﺄله، الگو و مدل حاکم بر منازعات و رقابتهای تسلیحاتی منطقه را در بازه زمانی 2010-1990 در منطقه خلیج فارس به بحث بگذاریم. بدیهی است که اهمیت این بازه زمانی از آن روست که تحولات اساسی شکل دهنده مسابقههای تسلیحاتی در سطح جهانی و منطقهای ﻣﺘﺄثر از مسائلی نظیر تبعات فروپاشی شوروی، ظهور جریانات افراطی(نظیر القاعده و طالبان)، حملات 11 سپتامبر 2001، اشغال عراق در سال 2003 و نظایر آنها کم و بیش سیاست بین الملل و به ویژه منطقه خاورمیانه را ﻣﺘﺄثر ساخت.
Traditionally, units of International System have sought military competition to provide for their own security and the management of regional and international defense which has led to arms race .In recent years, arms race mainly is seen between Arab countries in the Persian Gulf .In fact, regardless of the strategic and ideological competition in the Arab countries against Islamic Republic of Iran, western governments and the United States, directly or indirectly, due to issues such as energy security, increase arms race in the region. For this reason, that is important to understand of nature and dimensions of the arms race across the Persian Gulf regional security. According to this model, in this article we are looking for to discuss the dominant pattern or model to govern the game of military conflict in the Persian Gulf region in the period 1990-2010.It is clear that the importance of this period is because Major developments shaping the global and regional arms race Such as the consequences of the collapse of the Soviet Union, the rise of extreme groups (such as Al Qaeda and the Taliban), the September 11 attacks, the invasion of Iraq in 2003 influenced International Policy and the Middle East.
