چکیده:
زنان نیمی از جمعیت کشورها را تشکیل می دهند اما عموما مشارکت آ نها در
فعالیت های اقتصادی به اندازه ی ظرفیت شان نیست. مطالعات انجام شده توسط صندوق
بین المللی پول نشان می دهد چنان چه زنان بتوانند با تمامی ظرفیت خود وارد بازار کار شوند
وضعیت اقتصاد کلان کشور به طور قابل توجهی بهبود می یابد. بررسی ها نشان می دهد عموما
کشورهای در حال توسعه تفاوت قابل ملاحظه ی سطح مشارکت اقتصادی زنان نسبت به
مردان را تجربه می کنند. برای مثال در سال ۲۰۱۶ نرخ مشارکت اقتصادی مردان حدود ۶۹
درصد و نرخ مشارکت اقتصادی زنان حدود ۶۰ درصد بوده است. این نرخ ها برای ایران
به ترتیب حدود ۶۳ درصد برای مردان و ۱۳ درصد برای زنان بوده است. در کشورهای
خاورمیانه شاهد نرخ مشارکت ۲۱ درصدی زنان هستیم. بررسی ها نشان می دهد اختلاف
بین مشارکت زنان و مردان در فعالیت های اقتصادی عامل اصلی کاهش نرخ رشد اقتصادی
در بسیاری از کشورها بوده است. دیدگاه جامعه شناسی این فرضیه را بیان می کند که تفاوت
مشارکت اقتصادی زنان در کشورهای مختلف بیش از آن که ناشی از عوامل اقتصادی باشد،
از عوامل مربوط به نظام های ارزشی و سنتی و نهادهای فرهنگی و اجتماعی آن کشور ناشی
می شود. همچنین یاس و ناامیدی زنان برای جستجوی کار نیز می تواند عامل دیگری در این
رابطه باشد. به این معنا که بالا بودن نرخ بیکاری در این گروه، خود دلیلی برای ناامیدی و
خروج آنان از جمعیت فعال به شمار می رود. با بررسی داده های آمارگیری نیروی کار مرکز
آمار ایران در خصوص علت های عدم جستجوی کار در بین زنان غیر فعال، بیش از ۷۰
درصد آن ها مسئولیت های شخصی یا خانوادگی، در حدود ۲ درصد آنان بی نیازی از انجام
کار و حدود ۱ درصدشان نیز دلسردی از یافتن کار را به عنوان دلیلی برای در جستجوی کار
نبودنشان بیان نموده اند؛ که این اطلاعات می تواند موید تاثیر نگرش های ارزشی و فرهنگی
در مشارکت زنان در فعالیت های اقتصادی باشد. یافته های طرح آمارگیری گذران وقت
نقاط شهری تابستان سال ۱۳۹۴ مرکز آمار ایران نیز نشان می دهد متوسط زمان سپری شده
برای فعالیت های خانه داری در مردان نسبت به زنان ناچیز است که این امر نیز به نوبه ی
خود رغبت زنان به فعالیت های اقتصادی را کم می کند. بنا بر این می توان این گونه بیان کرد
که پایین بودن نرخ مشارکت اقتصادی زنان در ایران بیش از عوامل اقتصادی معلول
نگرش های فرهنگی و سنتی موجود در جامعه است.
Women make up half of the population of countries but generally their participation in economic activities is not proportional to their potential. Studies conducted by the International Monetary Fund show that if women enter the labor market to their full potential، the macroeconomic situation of the country will observe significant improvement. Studies show that generally، developing countries have a significantly different level of economic activity of women than men do. For example in 2016، the participation rate of men is about 69 percent while the rate is around 60 percent for women. With regards to Iran، these rates account for about 63 percent and 13 percent for men and women، respectively. In Middle Eastern countries a 21 percent participation rate for women has been noticed. Studies have shown that the difference between the participation of men and women in economic activities is the main factor in the reduction of the rate of economic growth in many countries. Sociological perspectives state the hypothesis that the difference between women’s economic participation in various countries is more due to economic factors. It also it derives from issues relating to traditional and custom living systems، and social and cultural institutions. Also، the lack of hope for women to seek the job they were exactly looking for could be another factor in this regard. This means that the high unemployment rate in this group is the reason for their disappointment and this is considered from the active population. By analyzing the data of the labor force survey of the Statistical Center of Iran regarding the reasons for not looking for a job among inactive women، it was shown that more than 70 percent of them had، personal or family related responsibilities، and about 2 percent of them were needless of a job and about 1 percent of them named discouragement from finding a job as a reason for not search for one. This information can confirm the effects of attitudes، values and cultural in women’s participation in economic activities. Results from the Statistical Center of Iran Time Use Survey in urban areas in summer 1394 shows the average time spent for men to do housework in men is negligible as compared to mean and this resin may reduce women’s enthusiasm toward economic activities. Thus، it stated that the low economic participation rate of women in Iran is stemmed more from economic factors than from cultural and traditional attitudes in the society.
