چکیده:
پیشگیری و مبارزه با فساد از مولفههای اقتصاد سالم و روبه رشد است. تا زمانی که از وقوع فساد پیشگیری نشود و نظارت و کنترل بر اقتصاد وجود نداشته باشد، هر اقدام شایسته و اصلاحی سطحی و روبنایی نتیجه نخواهد داد. حضرت علی علیه السلام در نهجالبلاغه برای مبارزه با فساد روشهایی را تبیین کرده و در حکومت از آن استفاده نموده است. این نوشتار به بررسی روشهای علیبنابیطالب علیه السلام در مبارزه با فساد اقتصادی در حکومت میپردازد. از اقدامات اساسی حضرت علیه السلام در نظام اقتصادی، کنترل و نظارت همهجانبه برای پیشگیری از وقوع فساد و روشهای مقابله با آن بود. حضرت با برنامهریزی، فرهنگسازی، شایستهسالاری، شفافیت اطلاعات، نظارت و کنترل، جلوگیری از اختلاس، ممانعت از احتکار، رباخواری، رانتخواری، مبارزه با گرانفروشی، کمفروشی، تثبیت قیمتها و تنبیه متخلفان با هرگونه فساد اقتصادی مقابله و مبارزه نمود. از آنجا که بدون داشتن الگوی مناسب و برنامهریزی صحیح، امکان ریشهکنی فساد وجود ندارد، توجه به شایستهترین حکومت میتواند الگوی مناسب و برنامهای سازنده جهت یافتن روشهای درست در راستای مبارزه با فساد باشد؛ لذا توجه به آموزههای علوی اهمیت و ضروت بیش از پیش مییابد. روش پژوهش در این نوشتار توصیفی تحلیلی است که با تکیه بر نهجالبلاغه و منابع معتبر دیگر و استفاده از خانواده حدیث با استفاده از روش فقهالحدیثی و سنجش اعتبار روایات به دست آمده است.
Preventing and fighting against corruption is one of the components of a healthy and growing economy. Unless corruption is prevented and the economy is monitored and controlled, any proper and superficial corrective action will not work. In Nahj al-Balaghah, Imam Ali (A.S.) has explained methods and used them to fight corruption. This article examines Imam Ali's (A.S.) methods in fighting against economic corruption. One of Imam's basic actions in the economic system was comprehensive control and supervision, to prevent the occurrence of corruption. Some of these methods are planning, culture promotion, meritocracy, transparency of information, supervision, price-fixing, prevention of embezzlement, hoarding, usury, rent-seeking activity, fighting against price gouging, short selling, and punishment of violators. Without proper planning, it is impossible to eradicate corruption; paying attention to the most competent government can provide a suitable model and effective plan to find the right ways to fight corruption. In this regard, Alawite teachings become more important and necessary. The research method in this article is descriptive-analytical. It has been obtained by relying on Nahj al-Balaghah and other authoritative sources such as hadith jurisprudence and measuring the validity of narrations.
