چکیده:
تغییرات ستّی گستردهای در جمعیت ایران طی دهههای گذشته صورت گرفته» هدفهای برنامهی تنظیم خانواده
محقّق شده و عملکرد برنامه از هدف تعیینشده فراتر رفته است. در نتیجه. سزال این است: آیا زمان بازنگری در
سیاستهای جمعیتی ایران فرا نرسیده است؟ سیاست جمعیتی مناسب در شرایط کنونی جامعهی ایران کدام است؟
دو رویکرد مخالف اصلی در این زمینه شکل گرفته است: ۱) طرفداران افزایش موالید, ۲) حامیان مدیریّت پنجرهی
فرصت و تنظیم خانواده. انّخاذ هرگونه برنامهی عمل برای جمعیت ایران مستلزم ارزیابی رویکردهای مخالف اصلی
میباشد. این مقاله در صدد است تا بر مبنای شواهد تجربی و نتایج تحقیقات میدانی, به ارزیابی دیدگاههای رایج
در ارتباط با چگونگی سیاستگذاری جمعیتی در ایران بپردازد. نتایج بیانگر آن است که تمایلات فرزندآوری و
ترجیحات باروری زنان تغییر کرده و عمدتا در راستای خانوادههای کوچک و کم حجم است. از سوی دیگرء
علیرغم گسترش استفاده از وسایل پیشگیری از حاملگی» تقاضای گستردهای برای استفاده از روشهای دائمی و
طولانیاثر پیشگیری از حاملگی وجود دارد. یافتهها رویکرد گروه دوّم را واقعبینانهتر ارزیابی نموده و ضمن تاکید
بر ارتقای کیفیّت خدمات تنظیم خانواده انّخاذ سیاستهایی برای مدیریّت فرصتهای برآمده از تغییرات صورت
گرفته در ساختمان سنی جمعیت ایران و تسهیل ازدواج و تشکیل خانواده را مهم و ضروری میداند.
Major changes in the age structure have been experienced in population oflran over the past decades, targets of family planning program has been achieved, and the program performance has gone beyond the determined goal. Consequently, the question is that: whether it is not the due time for revision in Iran's population policy? What is the appropriate population policy in current situation of Iran? Two main opposite approaches has been shaped in this field: 1) pronatalist approach, 2) Management of demographic window opportunity and family planning. Talcing any action plan for population of Iran requires evaluation of both of the approaches. This paper aims to evaluate the current approaches regarding to the population policy making in Iran based on experimental evidence and field researche. The results suggest that women's childbearing desires and fertility preferences have been changed and mainly aimed to small families. On the other hand, despite the widespread use of contraception, there is a high demand for using long-acting and permanent contraceptive methods. Results assess the second approach more realistic, and by emphasis on improving the quality of family planning services, considers necessary adopting policies to manage the opportunities arising from changes in the age structure of the population of Iran and facilitate marriage and family formation.
