چکیده:
با ظهور سیاستهای نئولیرالیستی از ابتدای دهه 1980، بسیاری از کشورها توسعه را در قالب اجرای این سیاستها جستجو میکردند به ویژه سیاست تعدیل ساختاری که شالوده نئولیبرالیسم اقتصادی بود در بسیاری از کشورهای از جمله کشورمان ایران اجرایی شد. تحقیق حاضر با هدف بررسی اثرات و پیامدهای تعدیل ساختاری در دوران سازندگی به ویژه بر شاخصهای فلاکت انجام گردید. روش گردآوری دادهها اسنادی-کتابخانهای و آمارهای بانک مرکزی بود. از دو شاخص نرخ بیکاری و نرخ تورم برای محاسبه شاخص فلاکت استفاده شد و از سیاست آزادیسازی اقتصاد و قیمتها به عنوان مبنای عمل سیاست تعدیل ساختاری استفاده گردید. نتایج نشان داد؛ شاخص فلاکت از دوره اول تا انتهای دوره سازندگی با رشد همراه بوده است که نشانگر بدترشدن اقتصاد جامعه بود به طوری که نرخ فلاکت در سال 1368 که 4/17 درصد بود در سال 1374 به 5/58 درصد رسید که نشان میداد کشور شاهد یک ابرتورم و نرخ بیکاری بحرانی است. از دیگر پیامدهای منفی سیاستهای تعدیل ساختاری میتوان به افزایش تورم (تورم از 4/17 درصد به 4/49 رسید) که آزادسازی یکباره و قطع حمایتهای دولتی از اقشار کمدرآمد عملا کاهش قدرت خرید مردم و فشار شدید روی قشر «حقوق ثابت» شد، را نام برد. ارزش پول ملی کاهش یافت و نرخ برابری آن با دلار و سایر ارزهای معتبر بطور مستمر سقوط کرد. سهم بخش کشاورزی از تولید ناخالص داخلی از 5/23 درصد در سال 1368 به 8/20 درصد در سال 1372 رسید.بهطور کلی واردات بی رویه، سبک زندگی تجملاتی، رشد بخش غیرمولد نظیر واسطهگری توسعه یافت.
With the emergence of neoliberal policies since the early 1980s, many countries have sought development in the form of these policies. In the meantime, the policy of structural adjustment as a cornerstone of economic neoliberalism has been implemented in many countries, including Iran. The purpose of this study was to investigate the effects and consequences of structural adjustment during construction, especially its impact on economic misery indexes. The method used was library-documents. Both the unemployment rate and the inflation rate were used to calculate the misery index, and the economy and price liberalization policy were used as the basis of the structural adjustment policy. The results showed that the misery index was associated with growth from the first period to the end of the construction period, indicating the deterioration of the economy of the country, with misery rate reaching 17.4% in 1989 and 58.5% in 1995, indicating that the country It is witnessing a hyperinflation and a critical unemployment rate. Other negative consequences of structural adjustment policies include rising inflation (from 17.4% to 49.4%) that the sudden deregulation of prices and cuts in government support for the low-income strata have in fact reduced the purchasing power of the population and exacerbated pressure on the population. Salaries fixed ». The share of agriculture in GDP rose from 23.5% in 1989 to 20.8% in 1993. Total household food expenditures grew by 67% between 1970 and 72, and overall imports of indigent, luxurious lifestyles, non-productive sector growth such as intermediation grew.
