چکیده:
مقدمه: جنسیت به مثابه پایهایترین رکن هویت افراد در کلیه مناسبات اجتماعی و سیاستگذاری دارای اهمیت است و تحلیل سیاستها از این منظر در شناسایی کاستیهای موجود در این حوزه راهگشا است.
روش: رویکرد مورد استفاده در این تحقیق، تحلیل محتوای کیفی و رویکرد تحلیل جنسیتی است. بدین منظور اسناد و مصوبات نهادهای اصلی سیاستگذار در حوزه زنان و تأمین اجتماعی تحلیل محتوای کیفی شد و با 10 نفر از متخصصان حوزه تأمین اجتماعی و مسئولین مرتبط با حوزه زنان مصاحبه نیمه ساختاریافته انجام شد.
یافتهها: نتایج مطالعه نشان میدهد که الگوهای مختلفی در سیاستهای حوزه تأمین اجتماعی زنان مدنظر سیاستگذار بوده است و الگوی غالب سیاستگذاری تأمین اجتماعی در کلیت سیاستهای مربوط به زنان، الگوی شهروندی تبعی(مرد نانآور و زنخانهدار) است. این الگو ضمن تقویت رویکرد حمایتی نظام تأمین اجتماعی و افزایش هزینههای آن با مطالبات و تحولات جامعه همخوان نیست. سیاستگذار در قوانین اصلی این حوزه الگوی دو نانآور(نانآور جمع) را مدنظر داشته است اما از منظر شمولیت درصد پایینی از زنان را دربرمیگیرد. الگوی مراقب برابر و شغلانگاری خانهداری نیز بخصوص در دو دهه اخیر مورد نظر سیاستگذار بوده اما با مشکلاتی از حیث اجرا مواجه بودهاند. الگوی وظایف مراقبتی عام(دو مراقب) نیز در حد توصیه و اتخاذ سیاستهای محدودی همچون مرخصی پدرانه در پنجساله اخیر مورد نظر سیاستگذار بودهاست اما این سیاست در جهت تشویق فرزندآوری مدنظر سیاستگذار بودهاست. بنابراین، سیاستهای کلان جنسیتی -علیرغم رویکرد تشابهمحورانه قوانین خاص این حوزه- تاثیرات بیشتری بر وضعیت کلی نظام تأمیناجتماعی داشتهاند.
بحث: تدوین سیاستها بر مبنای زمینه و تحولات جامعه و وفاق در رویکرد جنسیتی حاکم بر فضای سیاستگذاری، میتواند در رفع تناقضات موجود در سیاستگذاری این حوزه را کمک کند.
Introduction: Due to the fact that gender is important as the most basic pillar of individuals ’identities in all social relations, it is helpful to identify current deficiencies in policymaking.
Method: The method used is qualitative content analysis in the gender analysis approach. To this end, the documents and approvals of the main womenchr(chr(chr('39')39chr('39'))39chr(chr('39')39chr('39')))s policies and social security policies became qualitative content analysis.
Finding: The results show that there are various discourses in social security policies in Iran but the dominant discourse in women related policies is the subordinate citizenship (male breadwinner/female homemaker model). This model, while strengthening the supportive approach of the social security system and increasing its costs, is not commensurate with the demands and developments of society. Although the policymaker has considered The Universal Breadwinner Model in the main laws, it contains a small proportion of women. The policymaker has considered The Caregiver Parity Model in two current decades, but have had some problems in implementation. The Universal Caregiver Model has remained at the recommended level and few policies such as paternity leave have been considered since five years ago by the policymaker, but this policy has been aimed more at encouraging child-rearing. Despite the similarity-based approach of specific social security laws, macro gender policies have had a greater impact on social security policies.
Conclusion: Formulation of policies based on the context and developments of society and consensus in the gender approach governing the policy-making environment, can resolve the existing contradictions in social security policy-making.
