چکیده:
کشورهای در حال توسعه به دلیل ظرفیت نوآوری محدود، بر جذب فناوری های وارداتی و بهبود تدریجی آن ها متکی هستند. این امر مستلزم تلاش های نظام مند برای تقویت قابلیت های فناورانه بومی است. مقاله حاضر با استفاده از مفهوم یادگیری فناورانه مبتنی بر جذب فناوری و نوآوری تدریجی به ارزیابی تأثیر بازیگران انتقال فناوری بر یادگیری فناورانه در صنعت نساجی سوریه می پردازد. گردآوری داده ها با استفاده از پرسشنامه تأیید شده توسط خبرگان و با ارسال به 33 کارخانه نساجی کشور سوریه از جولای تا دسامبر 2016 صورت گرفته و به منظور تحلیل داده ها از آزمون های رگرسیون خطی ساده، چندگانه و رگرسیون ترتیبی استفاده شده است. یافته های پژوهش، بیانگر تأثیر قابل توجه بازیگران انتقال فناوری بر انباشت قابلیت عملیاتی نسبت به قابلیت های انطباقی و نوآورانه است، همچنین تنها تأثیر قابلیت عملیاتی بر تغییر فنی جزئی تأیید شد که بر وجود نظام تغییر فنی منفعل در این صنعت دلالت می کند. بهبود این وضعیت مستلزم نقش فعال تر بازیگران انتقال فناوری جهت رفع موانع یادگیری فناورانه و سوق دادن بنگاه ها به سمت رفتار فناورانه فعال جهت ساخت قابلیت های فناورانه فراتر از قابلیت عملیاتی می باشد. چارچوب این پژوهش، رویکردی نظام مند به یادگیری فناورانه دارد که کمتر مورد توجه محققین واقع شده و ابزاری برای ارزیابی وضعیت نظام تغییر فنی در اختیار سیاست گذاران قرار می دهد.
Due to limited innovation capacity of less developed countries, reliance on technology absorption and incremental innovation is dominant. Technology transfer possesses opportunity of technological learning only when intertwines with systematic efforts to build indigenous technological capabilities. This paper by adopting technological learning concept based on technology absorption and incremental innovation assesses the effect of technology transfer actors on technological learning in Syrian textile industry. Data collection was carried out by content validated questionnaire addressed to 33 Syrian textile factories during time period of July to December 2016. Data analysis was done by applying regression analysis tests. Results of simple linear and multiple linear regression analysis show notable effect of technology transfer actors on operative capability compared to effect on adaptive and innovative capabilities, in addition, ordinal regression analysis results, solely confirm effect of operative capability on minor technical change; these findings imply passive entity of technical change system of textile industry in Syria. Improving this industry requires active performance of technology transfer actors to overcome limitations that hinder technological learning and stimulate active technological behavior of firms. The research presents systematic approach to technological learning which is to far extent remained neglected by researchers and equips policymakers with tool for assessing status of technical change system.

در بخش دوم مقاله حاضر، جنبه هاي مختلف يادگيري فناورانه با تمرکز بر محوريت مفهوم تغيير فني ارائه مي شــود، مفهوم قابليت هاي فناورانه و نقش حياتي بازيگران انتقال فناوري در تهيه بســتر مناسب براي يادگيري فناورانه مطرح مي شود سپس صنعت نساجي سوريه مورد بررسي قرار مي گيرد؛ پس ازآن به تبيين چارچوب پيشــنهادي پژوهش پرداخته مي شود؛ در بخش سوم مقاله ، روش شناسي پژوهش بيان مي شــود، تجزيه وتحليل يافته هاي به دســت آمده از کاربرد چارچوب در صنعت نســاجي ســوريه در بخش چهارم مقاله ارائه مي شــود.
بنابراين با اعمال محتواي تعريف يادگيري فناورانه اتخاذ شده در اين پژوهش و با استفاده از جدول (١٠) براي تفسير نتايج ، هر دو مدل رگرســيوني ارائه شــده در شــکل (٣) بر وجود نظام تغيير فني منفعل در صنعت نساجي سوريه دلالت مي کنند.
