چکیده:
پژوهش حاضر با هدف تحلیل جامعهشناختی از سیاست نئولیبرالیستی در دوران اصلاحات صورت گرفت. این پژوهش بهصورت کتابخانهای، توصیفی و اسنادی انجام شده و بازه زمانی مورد بررسی نیز دولت اصلاحات (دولت هفتم ـ هشتم) بوده است. یافتههای پژوهش نشان داد: در دوره اصلاحات رویکرد اقتصاد لیبرالیستی دولت بدون توجه به پیامدهای سیاستگذاریهای خود اقدام به واگذاری مجموعهای از شرکتهای دولتی نموده که در یک اقتصاد توسعهنیافته این قبیل واگذاریها میتواند موجب رانت شود؛ در طی این سالها، دولت با در پیش گرفتن شعار توسعه سیاسی به نوعی از صحنه اقتصادی دور شده و در موضوع خصوصیسازی آنچنان موفق نبود، بهطوریکه مردم و بخش خصوصی واقعاً مجال حضور در صحنه فعالیتهای اقتصادی را پیدا نکردند. در دولت اصلاحات خصوصیسازی به شکل دیگری در انحصار دولت قرار گرفت؛ بهطوریکه مدیران واحدهای واگذار شده به بخش خصوصی از میان مدیران دستگاههای دولتی انتخاب میشدند و به نوعی ادامهدهنده مسیر دولت، تحت پوشش نام خصوصیسازی بودند. در این دوران وامهای کلان در اختیار افرادی خاص قرار گرفت و بهصورت خلاصه میتوان گفت واقعیت دولت رانتیر و ویژهخواری تحت پرچم "خصوصیسازی" عینیت پیدا کرد، درحالیکه خصوصیسازی در اقتصاد ایران بدون حضور واقعی بخش خصوصی همچنان در انحصار عدهای معدود باقی ماند. آنچه که محقق بدان دست یافته است؛ بین مقولهی خصوصیسازی در ایران در حد فاصلهی دولتهای هفتم و هشتم با مقولهی رانتخواری یک ارتباط مستقیم وجود دارد
The purpose of this study was to analyze the sociology of neoliberal policy during the Reformation. This research is a library, descriptive and documentary study and the period under review was the Reform Government (Seventh-Eighth Government). The findings of the study showed that during the reform period of the governmentchr('39')s liberal economics approach, regardless of the consequences of its policy making, it has taken over a set of state-owned companies that can be rented out in an underdeveloped economy; Political development somehow got off the economic scene and was not so successful in privatizing it, as people and the private sector really did not get the opportunity to be on the scene. Privatization reform in the government was another form of state-owned monopoly, with managers of the units assigned to the private sector being selected from the heads of state apparatuses and somehow continuing the path of government under the name of privatization. Large loans were made available to specific individuals during this period, and in short, the reality of rentier government and privatization under the banner of "privatization" came to light, while privatization in the Iranian economy remained unaffected by the presence of the private sector. What the researcher has achieved is that there is a direct relationship between privatization in Iran between the seventh and eighth governments and the rent-seeking one.
