چکیده:
بعد از فروپاشی اتحاد جماهیر شوروی و پایان جنگ سرد نظام دوقطبی درجهان فرو ریخت و روابط بین الملل دچار تغییر و دگرگونی گدید. به دنبال فروپاشی نظام دوقطبی، قدرتهای جدیدی در مناطق مختلف جهان سر بر آوردند که میتوانستند در مناطق خود حضور و نفوذ آمریکا را به چالش بکشند. یکی از این مناطق شرق آسیا بود که چین بعد از فروپاشی نظام دوقطبی، در این منطقه رشد بالایی داشته است. نگرانی مشترک غرب و هند از قدرت روز افزون چین در دریای چین جنوبی و گسترش نظامی این کشور در تقابل با روابط رو به گسترش روسیه و چین میباشد که این مسئله دهلی را در مورد ارتقا سطح روابط با روسیه مردد مینماید. مسئله دیگر مسئله افغانستان میباشد که غرب به شدت در برابر نفوذ پاکستان و چین در این کشور خواهان رشد تعاملات هندوستان با افغانستان و کمک دهلی برای توسعه و تثبیت امنیتی و اقتصادی این کشور میباشند. به دنبال رشد اقتصادی چین، امریکا وادار به پی ریزی استراتژیهایی چون پیمانهای دوجانبه امنیتی- سیاسی با کشورهای قدرتمند منطقهای چون هند در آسیا شده است. تعاملات میان هند و غرب به رهبری ایالات متحده و تبدیل رابطه دهلی- واشگنتن به یک رابطه راهبردی مهم در تعاملات سیاسی امنیتی حوزه اقیانوس هند و جنوب آسیا یک واقعیت مهم سیاست بینالملل تلقی میشود که میتواند پیامدهای بسیار بزرگی بر موازنه قوا در جنوب و شرق آسیا داشته باشد
