چکیده:
مقدمه:
بانک مرکزی ایران در سال ۱۳۹۱ با تحریم روبرو شد. تحریم بانک مرکزی، شامل خریدوفروش ملزومات و تجهیزات درمانی نمی شود. این مقاله از جنبه تجربی، تاثیرگذار بودن تحریم بانک مرکزی را در بلندمدت بر سلامت افراد در ایران بررسی کرده است.
روش ها:
مطالعه حاضر از نوع کاربردی با روش توصیفی-تحلیلی به صورت طولی با استفاده از مدل خود رگرسیونی با وقفه های توزیعی در سال های بین ۱۳۵۹ تا ۱۳۹۶ انجام شد. جامعه پژوهش داده های سالانه کل کشور بود. متغیر وابسته، مرگ ومیر سالانه کشور و متغیر مستقل متغیر مجازی تحریم بانک مرکزی است. سایر متغیرهای کنترلی شامل رشد وابستگی سنی، مخارج دولت، واردات، واکسیناسیون سه گانه کودکان ۱۲ تا ۲۳ ماهه، صادرات و ازدحام جمعیت، در مدل وارد شده اند. تحلیل داده ها با نرم افزار Eviews (نسخه ۱۰) انجام شد.
یافته ها:
یافته ها حاکی از آن است که در بلندمدت تحریم بانک مرکزی، رشد وابستگی سنی، مخارج دولت و واردات، به صورت معنی دار باعث افزایش مرگ ومیر می شوند. واکسیناسیون نیز باعث کاهش مرگ ومیر شده است. متغیرهای صادرات و ازدحام جمعیت، تاثیر معنی داری بر مرگ ومیر و سلامت نداشته اند.
نتیجه گیری:
بر اساس نتایج به دست آمده از این پژوهش، بهترین استراتژی های پیشنهادی برای کاهش مرگ ومیر (افزایش سلامت) در بلندمدت شامل حذف تحریم و یا کاهش اثرات آن، اتخاذ سیاست های اجتماعی و جمعیتی مناسب در راستای کاهش وابستگی سنی، استفاده کارآمد از منابع مالی کشور در بودجه عمومی دولت و واردات، انتخاب سیاست های مناسب سلامت عمومی مانند واکسیناسیون است.
ntroduction
The central bank of Iran has been under sanction since 2012. According to the debates, these sanctions do not include purchasing medical supplies and equipment. This paper is checking if central bank’s sanction is effective on health of ordinary people in the long-run from an empirical view.
Methods
The present applied study was a descriptive, analytical, and annual longitudinal one conducted between 1980 and 2017. The study population included the whole population of Iran. The dependent variable was the number of annual death, and the independent variable was the dummy variable of sanction. Other control parameters including the growth of age dependency ratio, government expenditure, imports, DPT vaccination, Exports and population density were included in the model. Data analysis was performed using Auto-regressive Distributed Lag (ARDL) model by the Eveiws-10 software.
Results
the findings showed that in the long run, the sanctions imposed on the central bank, growth of age dependency ratio, government expenditure, and imports increased mortality. Vaccination decreased mortality, while exports and population density did not have any effect on mortality and health.
Conclusion
Based on these findings, the best strategies for reducing the mortality (promoting health status) in the long run are as follows: removing sanctions or reducing its effects, taking good social and population policies, reducing age dependency ratio, using financial resources for government expenditure and imports efficiently, and choosing proper public health policies such as vaccination.
