چکیده:
چشم انداز توسعة قدرت جمهوری اسلامی ایران در سطح منطقهای و فرامنطقهای، هدایتگر سیاستها و راهبردهای کلان کشور بوده است. بکارگیری قدرت نرم و ابزارهای آن از راهبردهای اصلی تحقق این چشم انداز است. مشارکت در شبکة جهانی علم و دانش از مهمترین ابزارهایی است که به تحقق راهبرد قدرت نرم منجر میشود. هدف این مقاله پاسخ به این پرسش است که بینالمللیسازی موسسات پژوهشی چگونه میتواند باعث ارتقای قدرت نرم ایران در نظام جهانی شود؟ در پاسخ به این پرسش از چارچوب نظری تلفیقی مبتنی بر نئولیبرالیسم، جهانیشدن و نظریة نظام شبکهای مانوئل کاستلز استفاده شده است. از حیث روش پژوهش در این مقاله از روشهای مطالعات اسنادی، بررسی تطبیقی، موردکاوی و روندپژوهی استفاده شده است. قلمروی پژوهش بررسی تطبیقی تجارب موسسات پژوهشی منتخب ملی و بینالمللی در حوزههای علوم انسانی، علوم پایه و فنی-مهندسی است. دستاورد مقاله آن است که ایفای نقش موسسات پژوهشی به عنوان ابزار قدرت نرم کشورها مستلزم نقش آفرینی آنها به عنوان نهادی بینالمللی است. ارتقای توانمندیها و ظرفیتهای موسسه به عنوان ابزار کسب قدرت و پرستیژ در عرصة بینالمللی مستلزم پیوستن آن به شبکة علم جهانی است. پیوستن به شبکة علم جهانی مستلزم فراهم شدن زیست بوم مناسبی است که در آن همزمان عوامل سطح بینالمللی، ملی و فروملی در تعاملی پویا و سازنده، زمینة بینالمللیسازی موسسات پژوهشی را فراهم کنند. در سطح نهادی وجود ارادة بین المللیسازی در سیاستگذاران و انعکاس آن در چشم انداز، ماموریتها و برنامههای اجرایی موسسه حایز اهمیت است.
The vision of developing the power of Iran at the regional and supra-regional level has guided the country's macro-policies and strategies. Utilizing soft power and its tools is one of the main strategies to realize this vision. Participation in the global network of science and knowledge is one of the most important tools that lead to the realization of the soft power strategy.The purpose of this article is to fill this gap in the literature by answering the main question: what is the role of internationalization of research institutes in promoting Iran's soft power? In answer to this question, an integrated theoretical framework based on neoliberalism, globalization, and Manuel Castells' theory of network system has been used. In terms of research method, in this article, the methods of documentary studies, comparative study, case study, and process research have been used. The scope of research is a comparative study of the experiences of selected national and international research institutes. The conclusion is that the role of research institutes as a tool of soft power of countries requires their role as an international institution. Upgrading the capabilities and capacities of the institute as a means of gaining power and prestige in the international arena requires it to join the global science network.
