چکیده:
با توجه اینکه کشورهای ایران و پاکستان در معرض این تهدید قرار دارند، ضرورت مقابله با این پدیده، نگارندگان بر آن داشت تا در این مقاله درصدد بررسی چالشهای امنیتی ایران و پاکستان در مقابله با پدیده تروریسم در دوره زمانی 2001 تا 2017 برآیند. ایران و پاکستان دارای مرزهای مشترک هستند که طول آن به بیش از 900 کیلومتر میرسد، این مرزها طی یک دهه گذشته به محل تردد گروههای تروریستی تبدیل شده که در خاک ایران به فعالیتهای تروریستی دست میزنند. سؤال اصلی مقاله این است که چالشهای امنیتی ایران و پاکستان در مقابله با پدیده تروریسم در دوره زمانی 2001 تا 2017 کداماند؟ فرضیه این مقاله برای پاسخگویی به سؤال اصلی این است که با وجود اراده دو کشور ایران و پاکستان برای مقابله با تروریسم مرزی اما با چالشهای خارج از دایره اراده دو کشور که ناشی از جبر جغرافیایی، سیاسی، اقتصادی و نیز دخالتهای کشورهای ثالث منطقهای و غیر منطقهای است مواجه هستند. نتایج مقاله نیز نشان میدهد که مؤلفههای جغرافیایی، اعتمادسازی در روابط امنیتی ایران و پاکستان و نقش واگرای کشورهای همسایه و غیر همسایه چالشهای امنیتی ایران و پاکستان در مقابله با پدیده تروریسم میباشند. روش تحقیق در این رساله از نوع مطالعات توصیفی، تحلیلی است و به روش کتابخانهای انجام میپذیرد. اطلاعات اسنادی و کتابخانهای از طریق مراجعه به کتب، مجلات علمی و پژوهشی، مقالات و سایتهای اینترنتی گردآوری شده است.
In the modern world, terrorism is one of the central and intertwined issues of national and international security. Counterterrorism is a set of actions taken by a defensive or preventive approach to mitigate the effects of violent behavior in the political and social spheres by resorting to military forces and the economic exploitation of indigenous forces. Given the threat posed by Iran and Pakistan, the authors sought to address this issue in this article to address the security challenges facing Iran and Pakistan in the period 2001 to 2017. Iran and Pakistan share more than 900 kilometers of boundaries, which have become the target of terrorist groups over the past decade. Who engage in terrorist activities on Iranian soil? The main question of the paper is what are the security challenges of Iran and Pakistan in confronting the phenomenon of terrorism from 2001 to 2017? The hypothesis of this paper to answer the main question is that Despite Iran and Pakistan's willingness to counter border terrorism, they face challenges outside the will of the two countries due to geographical, political, economic determinism, as well as interference from regional and non-regional third countries.The results of the paper also show thatGeographical components include confidence building in Iran-Pakistan security relations and the divergent role of neighboring and non-neighbor countries in the security challenges of Iran and Pakistan in the fight against terrorism.The research method in this thesis is descriptive-analyticalAnd it's done in a library way.
