چکیده:
وقوع بحرانهای طبیعی و انسانی در همه شهرها امری محتمل است و بنابراین بایستی با مطالعه علمی پتانسیلهای موجود را در راستای مدیریت بحرانها آمایش کرد. پارکها و بوستانهای شهری در مدیریت بحرانهای شهری نقشی استراتژیک و غیر عامل ایفاء میکنند: زیرا در مدیریت بحرانهای شهری اصل در دسترس بودن امکانات زیستی از یک سو و از سوی دیگر محصور نبودن و نیز حساست برانگیز نبودن اصولی اساسی به شمار میروند و این همه در پارکها و بوستانهای شهری در دسترس است. تاریخ گذشته و معاصر تهران نشان میدهد که این شهر نیز پیوسته نیازمند برنامهریزی برای مدیریت بحرانهای شهری است. هدف این مقاله تحلیل و تبیین نقش پارکها و بوستانها در مدیریت بحرانهای شهری تهران در راستای اصول پدافند غیر عامل است. سؤال اصلی مقاله این است که با توجه به اصول پدافند غیر عامل پارکها و بوستانها چه نقشی در مدیریت بحرانهای شهری تهران ایفاء میکنند؟ فرضیهای را که برای پاسخگویی به این سؤال در صدد آزمون آن هستیم این است که با توجه به تراکم افقی و عمودی شهر تهران و ترافیک و فرسودگی بافت شهری و معابر نامناسب و ساخت و سازهای غیر استاندارد سازههای شهری، پارکها و بوستانهای شهری میتوانند به عنوان پایگاه مدیریت و مأمن شهروندان و قربانیان مورد استفاده قرار گیرند. نتایج مقاله نیز نشان میدهد که پارکها و بوستانهای تهران در صورت وجود برنامهریزی و تجهیز مناسب میتوانند مکانی مناسب برای مدیریت بحرانها و نیز مأمنی برای شهروندان آسیب دیده تلقی شوند؛ بنابراین در این مقاله تلاش خواهد شد با استفاده از منابع کتابخانهای و نیز سایر منابع علمی موجود به تحلیل و تبیین نقش پارکها و بوستانها در مدیریت بحرانهای شهری تهران در راستای اصول پدافند غیر عامل پرداخته شود.
Abstract The occurrence of natural and human crises in all cities is probable, and therefore, with scientific research, it should be possible to manage existing crises. Urban parks and parks play a strategic and non-operational role in urban crisis management: because in the management of urban crises the principle of the availability of biological facilities on one side and on the other hand is not enclosed and also critical the lack of basic principles is considered to be available in urban parks and gardens. The past and contemporary history of Tehran shows that the city is constantly in need of planning to manage urban crises. The purpose of this paper is to analyze and explain the role of parks and parks in managing the urban crisis in Tehran in line with the principles of non-operational defense. The main question of the article is that, with regard to the principles of non-operating defense of parks and gardens, what role do they play in managing the urban crisis in Tehran? The hypothesis we are trying to answer this question is that considering the vertical and horizontal densities in Tehran and the traffic congestion and urban texture exhaustion and inappropriate passages and non-standard structures of urban structures, Parks and urban gardens can be used as the management base and citizens 'and victims' Shelter. The results of the article also show that Tehran's parks and parks can be considered suitable for crisis management as well as for the damaged citizens if they are planned and equipped properly. Therefore, in this article, it will be tried to analyze and explain the role of parks and gardens in managing the urban crisis in Tehran in accordance with the principles of non-operating defense, using library resources as well as other available scientific resources.
