چکیده:
یکـی از بزرگتریـن فجایـع انسـانی، در دو دهـه اول قـرن بیسـت و یکم در ایالـت راخین میانمار و نسـبت به مسـلمانان روهینگیا اتفاق افتاد. پاکسـازی قومی، نسل کشـی، جرایم علیه بشـریت و هر عنوان مشـابه دیگری کـه به نوعـی جلـوه ای از نقـض حقوق بشـر محسـوب شـود، در قبال مسـلمانان روهینگیا حادث شـد. سـوال اصلـی ایـن مقالـه آن اسـت کـه مسولیت دولت های در قبـال این فجایـع چه بـود و چرا به جز محدودی کشورهای ریز قدرت، ابر قدرتی چون ایالات متحده آمریکا به طور جدی به این مساله نقض فاحش حقوق بشر ورود نمی کند؟ فرضیه مقالـه که به روش توصیفی- تحلیلی بررسـی شـد، آن اسـت که ایالات متحده آمریکا تحت تاثیر ملاحظات ژوپولیتیکی چون نزدیکی چین به دولت میانمار نسبت به فجایع انسـانی در این کشور فقط ً بـه اظهـار نظر شـفاهی، صدور بیانیـه، و نهایتا صدور قطـعنامه ای توصیه ای بسـنده کرده است. این درحالیاسـت کـه انتظـار میرفـت ایـالات متحده بر اسـاس اصل مسـئولیت بین المللـی حمایت، مداخله بشـر دوسـتانه را در میانمـار در دسـتور کار قـرار مـیداد. تعاض رفتاری موجود نسبت به این نقض فاحش حقوق بشر ناشـی از اعمال فشـار قدرتهای بزرگ اسـت. یافتههای مقاله نشـان داد که برخورد ایالات متحده آمریکا نسـبت به نقض حقوق بشـر در کشـورهای مختلف تابـع اسـتانداردهای دوگانـه اسـت. خوشبینانه تریـن حالت آن اسـت که گفته شـود قدرتهای بـزرگ مانع عمده ای در جلوگیری از عملکـرد مؤثر و مسـتقل نهادهای بین المللی بر اساس قوانیین موجود در برخـورد با دولتهای ناقض حقوق بشـر می شـوند.
One of the greatest human catastrophes occurred in the first two decades of the twentieth century in Myanmar's Rakhine State and against Rohingya Muslims. Ethnic cleansing, genocide, crimes against humanity, and any other similar phenomenon that is seen as a form of human rights violation have occurred against Rohingya Muslims. The main question of this article is what was the responsibility of governments in the face of these catastrophes and why, except for a few small powers, a superpower such as the United States does not seriously address this gross violation of human rights? The hypothesis of the article, which was examined descriptively-analytically, is that the United States, under the influence of geopolitical considerations such as China's proximity to the Myanmar government in the face of humanitarian catastrophes in the country, only issued an oral statement, a statement, and finally a recommendation. It is enough. It was expected that the United States would establish humanitarian intervention in Myanmar on the basis of the principle of international responsibility for protection. The current behavioral response to this gross violation of human rights stems from the pressure exerted by the great powers. The paper's findings show that the United States' approach to human rights abuses in different countries is subject to double standards. The most optimistic case is that the great powers are said to be a major obstacle to preventing the effective and independent functioning of international institutions under existing laws in dealing with human rights abusers.
