چکیده:
در نظام پولی کنونی (نظام بانکداری مبتنی بر ذخیره جزئی)، پول یک نوع بدهی است که توسط بانک مرکزی و بانکها در چارچوب عملیات ترازنامهای خلق میشود. خلق پول در نظام بانکداری مبتنی بر ذخیره جزئی باعث ایجاد و یا تشدید معضلات مختلف از جمله ورشکستگی نقدی و ترازنامهای بانکها میشود. یکی از راهکارهای حل چنین معضلاتی، تغییر نظام حکمرانی پول به حالتیاست که امکان خلق پول بانکی منتفی شود (نظام ذخیره 100درصد). از طرف دیگر در چندساله اخیر بانکهای مرکزی درصدد انتشار پول دیجیتال مربوط به خود برآمدهاند که تحولات قابلتوجهی را در نظام پولی فعلی رقم میزند. هدف مقاله حاضر تحلیل ترازنامهای تاثیرات جانشینی پول دیجیتال بانک مرکزی بهجای سپردههای بانکی بر ترازنامه کنشگران اقتصادی است. در این مقاله با روش تحلیلی-توصیفی و با مطالعه اسناد کتابخانهای از طریق تحلیل ترازنامهای CBDC بر اساس ترازنامه کنشگران اقتصادی، نشان داده میشود که افزایش CBDC در سبد مردم در اقتصاد و جانشین شدن آن بهجای سپردههای بانکی، قدرت خلق پول بانکها را کاهش میدهد. نتایج مقاله حاکی از آن است که در صورتی که CBDC بهصورت کامل جانشین سپردههای بانکی شود، قدرت خلق پول بانکها به سمت صفر میل میکند. در واقع CBDC امکان ایجاد نظام پولی مبتنی بر ذخیره کامل را فراهم میکند که معضلات خلق پول بانکی از جمله احتمال بالای ورشکستگی نقدی (بهدلیل یکسان نبودن ریسک دو طرف ترازنامه بانکها) و ورشکستگی ترازنامهای (بهدلیل قدرت بانکها برای امهال تسهیلات غیرجاری) را منتفی خواهد کرد.
In the current monetary system money is a type of debt that is created by the central bank and banks in the context of balance sheet operations. Creating money in a partial reserve banking system creates or exacerbates various problems, including cash bankruptcy and bank balance sheets. One way to solve such problems is to change the system of money governance to a situation where the possibility of creating bank money is eliminated (100% reserve system). On the other hand, in recent years, central banks have sought to issue their own digital currency, which has led to significant changes in the current monetary system. The purpose of this paper is to analyze the balance sheet effects of the central bank's digital currency substitution instead of bank deposits on the balance sheet of economic actors. In this paper, by descriptive-analytical method and by studying library documents by analyzing CBDC balance sheets based on the balance sheets of economic actors, it is shown that increasing CBDC in the people's basket in the economy and replacing it with bank deposits reduces banks' money creation power. The results of the article show that if the CBDC completely replaces bank deposits, the money-creating power of banks will tend to zero. In fact, the CBDC enables the creation of a full-reserve monetary system that eliminates the problems of bank money creation, including the high probability of cash bankruptcy (due to unequal risk on both sides of the bank balance sheet) and balance sheet bankruptcy.
