چکیده:
پژوهش حاضر با استفاده از مفهوم نوین حکمرانی خوب در مطالعات مدیریت اسلامی با هدف طراحی مدل بومی مبتنی بر آموزههای دینی انجام گرفت. دادههای پژوهش از طریق مرور نظاممند برجستهترین اسناد و کتب دینی و تاریخی ایران باستان (دوره هخامنشیان) جمعآوری شد و با استفاده از روش داده بنیاد مورد تحلیل قرار گرفت. جهت اعتباریابی کیفی و بررسی روایی مدل مفهومی به دست آمده از مراحل کدگذاری، از روش تائید خبرگان منتخب با استفاده از روش نمونهگیری ترکیبی قضاوتی و گلوله برفی استفاده شد. بر اساس یافتههای پژوهش، مقولههای شایستگیهای مدیران و وحدت جهت و هدف مشترک ارکان نظام بهعنوان شرایط علّی تحقق حکمرانی خوب؛ نظارت و کنترل، فرهنگسازی، پویایی اصل شورا و مشورت و مدیریت دانشمحور بهعنوان شرایط زمینه و بستر و تحمیل فشار بر مردم، فساد و خیانت در مدیریت و ناکارآمدی در مدیریت بهعنوان مقولههای مداخلهگر تضعیفکننده حکمرانی خوب شناسایی شدند. تمرکز بر حوزههای منابع انسانی، اقتصادی، سیاسی و فرهنگی بهعنوان راهبردهای تحقق حکمرانی خوب و برقراری امنیت در حوزههای مختلف، برخورداری از پشتوانه مردمی، عدالت فراگیر، رشد و شکوفایی، کارایی و اثربخشی و پایبندی به هویت و ارزشها پیامدهای حکمرانی خوب تعیین شدند.
The present study was conducted using the new concept of good governance in Islamic management studies with the aim of designing an indigenous model based on religious teachings. The research data were collected through a systematic review of the most prominent religious and historical documents and books of ancient Iran (Achaemenid period) and analyzed using the foundation data method. To qualitatively validate and validate the conceptual model obtained from the coding steps; The method of confirmation of selected experts was used using the combined judgment and snowball sampling method. Based on the research findings, the categories of competencies of managers and the unity of the common direction and goal of the pillars of the system as the causal conditions for the realization of good governance; Oversight, culture, the dynamism of the council principle, and knowledge-based consultation and management were identified as contextual contexts, pressure and betrayal of the people, corruption and betrayal in management, and management inefficiencies as interfering categories that undermine good governance. Focus on the areas of human, economic, political and cultural resources as strategies for achieving good governance and security in various areas, popular support, inclusive justice, growth and prosperity, efficiency and effectiveness, and adherence to identity and values. , The consequences of good governance were determined.
