چکیده:
زمینه و هدف: رفاه عمومی که به معنای بهرهمندی پیوسته و متعادل مردم از امکانات مادی به صورت مشروع و معقول است، همواره مورد توجه مکاتب بشری و الهی و تصمیمگیران جوامع، بوده است. هدف از پژوهش حاضر بررسی مبانی فقهی رفاه عمومی و تبیین جایگاه آن در حکومت اسلامی است. مواد و روشها: روش پژوهش به صورت توصیفی تحلیلی بوده و جمعآوری اطلاعات بصورت کتابخانهای است. یافتهها: شرع اسلام به عنوان مکتبی الهی، رفاه عمومی را در قالب مفاهیمی همچون عدل، یاری رساندن به نیازمندان، محرومین و مستمندان، مورد توجه قرار داده است. با نگاهی عمیقتر به مقاصد شارع حکیم، مشخص میگردد در وضع احکام شرعی توجه فراوانی به رفاه عمومی شده است. ملاحظات اخلاقی: در تمام مراحل نگارش، ضمن رعایت اصالت متون، صداقت و امانتداری مورد توجه بوده است. نتیجهگیری: براساس سیاستگذاریهای کلان اسلام، رفاه عمومی در شرع اسلام درقالب مفاهیمی همچون عدل، یاری رساندن به نیازمندان، محرومین و مستمندان و تامین امنیت و آزادی آنها متبلور شده و به عنوان یکی از مقاصد شرع، مطرح میگردد. وارسیهای رفاه عمومی در شرع اسلام نشان از آن دارد که در کنار رفاه مادی، رفاه معنوی نیز مدنظر قرار گرفته به گونهای که هر دو بعد جسمی و روحی انسان را در بر میگیرد. نگرش اجتماعی به احکام اسلام، موجب میگردد حاکم جامعه اسلامی بتواند با مدیریت زکات، خمس، وقف، صدقات و قرض الحسنه گامهای مهمی را در تحقق رفاه عمومی بردارد.
Background and Aim: "General welfare", which means continuous benefit and in moderation of people from divine blessings in a legitimate and reasonable way, has always been considered by human and divine schools and the decision-making of the rulers of societies. The article aims to investigate the jurisprudential principals of general welfare and its status in Islamic government.Materials and Methods: This research is of theoretical type and the research method is descriptive-analytical and the method of data collection is library and has been done by referring to documents, books and articles.Ethical considerations: In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed.Results: Islamic shari'a, as a divine school, has also considered public welfare in the form of concepts such as justice, helping the needy, the deprived and the needy. With a deeper look at the purposes of Shar'a, it is clear that in the case of religious rulings, a great deal of attention has been paid to the general welfareConclusion: Shar'a Hakim has tried to reduce the class gap, poverty alleviation, mental and psychological peace in Islamic society and finally the realization of general welfare by disseminating rulings such as zakat, khums, charity, loans, endowments and alimony.
