چکیده:
فعالیتهای اقتصادی مسلمانان در سدههای نخستین اسلامی در قالب نظام اقتصادی اسلام، که به جهش تولید و خلق ثروت انجامید، یکی از عوامل اصلی شکلگیری و توسعه تمدن اسلامی بوده است. در تدوین این نظام اقتصادی، شخصیتهای مختلف و از جمله امام علی (ع) نقش محوری داشتهاند. امام علی (ع) در دوران خلافت، توانست مجموعهای از اصلاحات به همپیوسته اقتصادی را به اجرا گذارد و مُدلی ناب از نظامسازی اقتصادی را عرضه کند. هدف امام (ع) استقرار عدالت و کسب رفاه برای اکثریت مردم با ریشهکنی فقر، فساد و تبعیض بوده است. در این مقاله کوشش شده به روش توصیفی- تحلیلی، تأثیر اندیشه و عملکرد اقتصادی امام علی (ع) بر توسعه تمدن اسلامی و بهویژه در تمدنسازی حکومتهای شیعی، بررسی شود. یافته پژوهش نشان داده است، که اندیشه و عملکرد اقتصادی امام (ع) در زمینههایی، همچون: عدالت اقتصادی، نوآوری اقتصادی، تبیین فقه اقتصادی، سازندگی و آبادانی و توسعه وقف بر توسعه تمدن اسلامی تأثیر داشته است. پیشنهادات نوآورانه اقتصادی امام (ع)، در دوره خلفای نخستین و در دوران خلافت (40-35 ق) تأثیر فزایندهای در انضباط اداری و مالی مسلمانان، افزایش تولید، هویت دادن به حکومت اسلامی و تأمین امنیت تجار داشته است. امام (ع) جامعترین نظرات را در زمینه فقه اقتصادی ارائه کرده، که نظرات ایشان نقش محوری در رسمیت دادن به فعالیتهای اقتصادی مسلمانان داشته است. از طرفی حکومتهای علویان طبرستان، فاطمیان و زیدیان یمن، از آراء فقهی امام (ع) در زمینه فقه اقتصادی استفاده کردهاند. اهتمام امام (ع) در زمینه آبادانی و توسعه وقف، باعث تأمین نیازهای محرومان، ایجاد اشتغال، رایج شدن فرهنگ کار و تلاش در بین مردم و شکلگیری نظام وقف شده است. همچنین حکومتهای ادریسیان، علویان طبرستان و زیدیان یمن، با الگوپذیری از گفتمان عدالتخواهانه امام (ع)، به نظامسازی اقتصادی پرداختهاند، که پیامد آن، ممانعت از تبعیض، تعدیل مالیاتها، فقرزدایی و رونق تولید بوده است.
The economic activity of Muslims in the early centuries has been one of the main factors as Islamic economic system in Islamic civilization’ formation and development which led to a leap in wealth production and creation. For its articulation, various personalities, including Imam Ali, have played a pivotal role. Imam Ali during the Caliphate; it was able to implement a series of interconnected economic reforms and propose a pure model of economic systematization. Imam’s purpose has been to establish justice and prosperity for the people majority by eradicating poverty, corruption and discrimination. In this study, it is attempted to examine the impact of Imam Ali’s thought and economic performance on Islamic civilization development and more particularly, in the civilization of Shiite governments through a descriptive-analytical method. The research findings have indicated that Imam Ali’s economic thought and practice in areas such as economic justice, its innovation, and explanation of economic jurisprudence, construction and endowment development has had an influence on Islamic civilization development. Imam’s innovative economic proposals during the first caliphate and during the caliphate (35-40 AH.) had an increasing impact on Muslims’ administrative and financial discipline, increasing production, identifying the Islamic government and ensuring merchants’ security. Imam Ali suggested the most comprehensive views about economic jurisprudence, whose viewpoints played a vital role in recognizing Muslims’ economic activities. On the other side, the Alavids governments of Turkey, Fatimids and Yemen Zaydis have applied the jurisprudential views of Imam Ali in economic jurisprudence. Imam Ali’s concern in development and endowment expansion has provided the needs of the deprived, job creation, the spread of work culture and effort among people and formation of endowment system. Likewise, the governments of Idrisians, Alaviads of Tabarestan and Yemen Zaidis, following the instance of a mere discourse, have engaged in economic systematization resulted in preventing discrimination
