چکیده:
اقدام از سوی شهرداری برای رونق ساختوساز مسکن در عمل هم برای جبران اثرات اقتصادی حاکم بر رکود ساخت و کمک به جامعه سازندگان حرفهای و هم برای تأمین مسکن قابل استطاعت برای گروههای خاص، قابل توجیه است. اگرچه، ایجاد انگیزشهای اقتصادی و اداری، کمک شایانی به این امر کرده و نیاز به دخالت شهرداری را به حداقل میرساند، اما برخی سازوکارهای پشتیبان، قادر به تحریک و رونقبخشی به بازار مسکن است. در این مقاله، که بر اساس گزارشی که برای معاونت معماری و شهرسازی تهیه شده، تدوین گردیده است، دوازده راهکار ارایه میشود و راهکار دوم که همانا پیشنهاد راهاندازی باشگاه سازندگان است کمی به تفصیل توضیح داده میشود و در نهایت، فرآیند اجرای آن نیز معرفی میگردد. نرخ تورم، افزایش قیمت مسکن، رواج مسکن با کیفیت پایین، طولانی بودن روند اداری فرآیند صدور پروانه، و ضرورت توجه به اقشار خاص، در تدوین این مقاله اثرگذار بوده و این پیشنهادها، با هدف گسترش ظرفیتهای تعامل بین شهرداری (معاونت معماری و شهرسازی) و سازندگان حرفهای، ارتقابخشی به کیفیت ساخت و ساز، و تلاش برای برقراری سازوکارهای قانونمند بین شهرداری، سازندگان و مردم شهری (رابطه بین عرضه و تقاضا و قانون) ارایه گردیده است.
The action taken by the municipality to boost housing construction can be justified in practice both to offset the economic effects of the recession and to help the professional construction community, as well as to provide affordable housing for certain groups. Although creating economic and administrative incentives can help and minimize the need for municipal intervention, some support mechanisms are able to stimulate and boost the housing market. In this article, which is based on a report prepared for the Deputy Minister of Architecture and Urban Planning, twelve solutions are presented, and the second solution, which is the proposal to set up a builders' club, is explained in detail, and finally, the implementation process is introduced. Inflation rate, rising housing prices, the prevalence of low-quality housing, the length of the administrative process of the licensing process, and the need to pay attention to certain groups, have been influential in compiling this article. And professional builders, improvements to the quality of construction, and efforts to establish legal mechanisms between the municipality, builders and urban people (the relationship between supply and demand and the law) are presented.
