چکیده:
پیشه وران و صنعتگران بازیگران اصلی عرصة تمدن در همة دروه های تاریخی بوده اند. یکی از
پدیده های مهم سیستم اقتصادی ایران از دوران هخامنشی به بعد پیدایش کارگاه های دولتی
بوده است. این کارگاه ها در ابتدا به جهت ساختن کاخ ها و ساختمان های دولتی، با تجمع
پیشه وران و صنعتگران مختلف به صورت موقت ایجاد شدند. اما از آن جا که نیاز به پوشاک
برای مقامات درباری و حکومتی و اسلحه برای نظامیان یک نیاز همیشگی بود، کم کم این
کارگاه های موقتی تبدیل به کارگاه های دائمی شدند. دولتمردان سعی داشتند پیشه وران ماهر
را در این مراکز به کار بگیرند. جنگ ها و اسارت سربازان و مردمان سرزمی نهای فتح شده
فکر استفاده از نیروی کار و هنر این اسیران را ایجاد کرد. تولیدات کارگاه های دولتی صرفا
مصارف حکومتی نداشت، گاهی اوقات این تولیدات به ویژه در بخش منسوجات جنبه صادراتی
و کسب درآمد برای حکومت ها داشته است. در دوران اسلامی کارگاه های شبهه دولتی تحت
عنوان طراز به وجود آمد اوج رونق کارگا ههای دولتی در عصر صفویه بوده است. اما با شروع
دوره قاجار و گسترش واردات کالاهای مصرفی و انقلاب صنعتی غرب کارگا ههای دولتی سنتی
در ایران از رونق افتادند. این کارگا هها چرا و چگونه به وجود آمدند؟ چه تفاو تهایی با کارگاه
های غیر دولتی داشتند؟ و سرانجام چرا از رونق افتادند؟ هدف این مقاله پیدا کردن پاسخ
این سئوالات و ده ها سئوال دیگر در این مورد است، نویسنده به شیوه کتابخانه ایی وتوصیفی
سعی در بررسی و تبیین آنها دارد.
Tradesmen and crsmen have been the main actors in the field of civilization in all historical periods.
One of the important phemena of Irans economic system since the Achaemenid era has beeb the
emergence of state workshops. ese workshops were initially founded temporaily to palaces and
buildings,with the accumulation of various and tradesmen . But since the need for clothing for court and
government ocials and weapons for military was a constant requirement, these temporary workshops
gradually became permanent workshops. e statesmen were trying to hire skilled crasmen in this
center. Wars and captivity of the soldiers and people of the conquered lands creted the idea of utilizing
the labor force and art of these captives. e products of state workshops were not for government
use only. Sometimes these products, especially in the textile sector, have been used for export and
earning money for governments. During the Islamic era , quasistate workshops were established under
the name of Taraz. e peak 0f prosperityof state workshops took place in the Safavid era. But with
the beginning of the Qajar era and the expansion of imports of consumer goods and the Industrial
Revolution of the west, traditional state workshops in Iran declined. Why and how did these workshops
come into existence? What dierences did they have with non- state workshops? And finally, why
did they stagnate? e purpose of this article is to find the answers to these questions as well as tens
of other questions in this regard, which the author teies to investigate and explain in a library and
descriptive way .
