چکیده:
سه کشور ترکیه، سوریه و عراق که حوضههای مشترک آبریز و آبگیر رودخانههای دجله و فرات را در اختیار دارند، به خاطر وابستگی روزافزون به آب این رودخانهها مجبور به ایجاد سد و کنترل جریانات آبی داخل قلمرو خود شدهاند. در این بین کشور ترکیه که از موقعیت بالادستی نسبت به دو همسایه جنوبی خود برخوردار است، در چارچوب پروژه آناتولی جنوب شرقی یا گاپ (GAP) به منظور توسعه کشاورزی و صنعتی سرزمینهای جنوب شرقی خود به مقدار زیادی از آب رودخانههای دجله و فرات نیاز خواهد داشت و با سد سازیهای فراوان بر روی این دو رودخانه در خاک خود مقدار آب خروجی به دو کشور سوریه و عراق را به مقدار زیادی نسبت به قبل کاهش داده است. کاهش آب دجله و فرات از زمان اجرای طرح موجب صدمات بسیاری به امنیت زیست محیطی عراق و سوریه شده است که این آسیبها در ادامه پیامدهای سیاسی، اقتصادی و اجتماعی نامناسبی برای دو کشور مذکور به بار آورده است. این مسئله به علاوه باعث به وجود آمدن تردیدهایی در رابطه با اهداف سیاسی ترکیه در چند دهه اخیر، منجر به بروز کشمکش و مناقشههایی بین سه کشور شده است. بر این اساس پژوهش حاضر با استفاده از روش توصیفی- تحلیلی و منابع کتابخانهای در پی پاسخ به این سوال است که هیدروپلیتیک پروژه گاپ چه تاثیری بر امنیت زیست محیطی عراق و سوریه داشته است و اهداف ترکیه از اجرای این طرح چیست؟ اجرای مرحلهای پروژه گاپ در طی چند دهه اخیر پیامدهای زیست محیطی بسیاری از جمله آلودگی آب، از بین رفتن گونههای کمیاب زیستی جانوری و گیاهی، افزایش بیابانزایی، شور شدن خاک، خشکی باتلاقها و حوضچهها و تولید ریزگردها در عراق و سوریه شده است و به نظر میرسد ترکیه با تکیه بر این طرح به دنبال ایجاد هیدروهژمونی در منطقه است.
Three countries, turkey, Syria and Iraq that have the common spillway and basin of Tigris and Euphrates due to increasing dependence to these rivers they have had to establish a dam and control the water streams in their territories. In this regard turkey government which is located upper than its south neighbors based on eastern south Anatolia project or GAP for developing agriculture and industry in its eastern south territory need a huge amount of water of Tigris and Euphrates. Furthermore because of dam building in its territory has decreased the share of water for Iraq and Syria. The reduction of water of Tigris and Euphrates has had negative impacts on environmental security and inappropriate political, economic and social effects on Iraq and Syria. This problem and political goals of turkey in recent decades have made the conflicts and challenges among these three countries. This research based on descriptive and analytic method and resources try to answer this question that what is the effect of hydropolitic gab project on environmental security of Iraq and Syria and what are the turkey goals of this plan? Implementing the phases of gap project in recent decades has had negative environmental impacts such as water pollution, eliminating the rare species, increasing the desertification, destroying the swamps and basins and producing hazes in Iraq and Syria and it seems that turkey government is establishing the hydrohegemony in the region.
