چکیده:
هدف اصلی این پژوهش، تدوین سیاستهای دیپلماسی دفاع اقتصادی ج.ا.ایران در حوزههای پولی و مالی، تجاری، انرژی، روابط دیپلماتیک و دفاعی-امنیتی برای مقابله و یا کاهش اثرات تحریمها و ارتقای قدرت اقتصادی و امنیتی ایران میباشد. در این راستا با استفاده از ابزار مصاحبه به روش دلفی، داده های اولیه در پنج حوزه یاد شده احصاء گردید. با استفاده از داده های حاصل از مصاحبه، پرسشنامهای تنظیم و جهت اعتبارسنجی و رتبه بندی، توسط 132 نفر از اعضای هیئتعلمی دانشگاهها، کارشناسان خبره و پژوهشگران در حوزههای اقتصادی، سیاسی و دفاعی- امنیتی تکمیل گردید. تعداد سیاست های مورد تایید در هر یک از حوزه های پولی و مالی، تجاری، انرژی، روابط دیپلماتیک و دفاعی-امنیتی 13، 9، 4، 8 و 10 مورد می باشد. مهمترین آن ها در هریک از حوزه ها به ترتیب عبارت است از: «ایجاد پیمانهای پولی دوجانبه با کشورهای مشترک المنافع»، «ایجاد تنوع و پرهیز از محدودیت در کالاها و خدمات، کشورهای هدف و فعالان اقتصادی داخلی» «پیش رفتن به سوی شناسایی شرکت های توانای که چندان مطرح و بزرگ نیستند به همراه کاهش وابستگی به یکسری از شرکت های بزرگ و محدود جهان»، «همکاری و هماهنگی بین بخش خصوصی، بنگاه های تجاری و بانکها با وزرات خارجه در جهت حضور در ملاقاتهای دیپلماتیک» و «تقویت مناسبات و همکاری های دفاعی، نظامی و فنی با همسایگان به صورت روابط دوجانبه در زمینه صنایع الکترونیکی، مخابراتی، اپتیکی و مسائل تحقیقاتی و فناورانه وابسته به آن و یا پروژه مشترک تولید یک محصول خاص و بازاریابی آن» می باشد.
The main purpose of this research is to codify the economic defense diplomacy policies of I.R. Iran in monetary and fiscal, trade, energy, diplomatic and military-security relations areas in order to counter or reduce the effects of sanctions and enhance economic and security power of Iran. In this regard, using the Delphi interviewing tool, preliminary data were collected in the five mentioned areas. Using data gathered from interviews, a questionnaire was developed and completed by 132 university faculty members, experts and researchers in economic, political and military-security areas. There are respectively 13, 9, 4, 8 and 10 policies adopted in each of the monetary and fiscal, trade, energy, diplomatic and military-security fields. The most important policies in each field are as follows: "developing bilateral monetary treaties with the allegiant countries", "developing diversity and avoiding restrictions on goods and services, target countries and domestic economic individuals", “Identifying high capacity companies that are less prominent and reducing dependence on a limited number of large corporations", "co-operation and co-ordination with the Ministry of Foreign Affairs for the presence of representatives of private sector, businesses and banks in diplomatic meetings" and "Strengthening bilateral defense, military and technological relations and cooperation with neighbors in fields such as electronics industry, telecommunications, optics, and or joint venture production and marketing of a specific product
