چکیده:
هنگامی که داریوش بزرگ در سال ۵۲۲ ق. م به پادشاهی رسید، دست به اصلاحات گسترده در زمینه سیاسی، اقتصادی و نظامی زد. یکی از اصلاحات مهم وی در زمینه سیستم اداری میباشد. داریوش از سیستم اداری تمدنهای بزرگ قبل از خود مانند بین النهرین، ماد، ایلام و مصر کمک گرفت و با استفاده از هوش و ذکاوت خود و نیروی پارسیان، سیستم پیشرفتهای به وجود آورد که نسبت به قبل از خود بهتر و کارآمد تر بود. روش تحقیق در این پژوهش به صورت توصیفی و تحلیلی و استفاده از منابع معتبر عصر باستان، بخصوص لوحههای به دست آمده از تخت جمشید میباشد. سوال پژوهش این است که: در سیستم اداری، داریوش بزرگ از چه روشهایی جهت کنترل کارکنان اداری استفاده مینمود؟ فرضیه پژوهش این است که سیستم کنترلی پیشرفتهای انجام میگرفت. طبق مدارک و اسناد به دست آمده نام افراد که مسئول ورود و خروج کالاها بودند ثبت میشد تا اینکه مشخص باشد چه کسی دستور را صادر نموده و تحویل دهنده و تحویل گیرنده چه کسی بوده است. علاوه بر این مسئولین موظف بودند به جای امضا، مهر خود را به منزله تایید سند، وارد نمایند. همواره از طرف اداره مرکزی، بازرسانی به طرف ایالات فرستاده میشدند که به صورت ماهیانه و سالیانه اسناد را مورد بازرسی و کنترل قرار میدادند. سیستم کنترلی داریوش آنچنان دقیق بود که میزان اشتباه و سوء استفاده را بسیار پایین آورده و به حداقل میرساند.
