چکیده:
سیستم بازدارندگی به دلیل کاربردهای ارزشمندی که در امنیت سازی ایفا می کند، همواره مورد توجه بوده است. یکی از موضوعات مهم در سیستم های بازدارندگی، سازوکار های ایجاد کننده چنین سیستم هایی است. به تناسب تغییر ساختارها در نظام بین الملل و تحول در الگوهای نظم، بازدارندگی نیز تغییر یافته است. از جمله این تغییرات، تاثیر گروه های غیر دولتی بر بازدارندگی در بستر شبکه است. در تئوری های بازدارندگی، این مسئله مورد توجه قرار نگرفته است. بنا براین دغدغه و پرسش اساسی این پژوهش این است که کنشگران غیر دولتی چگونه بر ایجاد و الگوی سیستم بازدارندگی اثر می گذارند. در چارچوب الگوی نظم نامتقارن، شبکه های غیر دولتی از طریق تبدیل قدرت به تهدید و با بهره گیری از ساختار نظم هیترارشیک، بر بر بازدارندگی تاثیر گذاشته، منجر به شکل گیری پانارکی بازدارندگی در نظام بین الملل می شوند. در این نوشته از طریق اصلاح تئوری نسل پنجم بازدارندگی و انطباق آن با مبانی نظریه پیچیدگی – آشوب و نظم شبکه ای، زمینه های نظری تبیین بازدارندگی شبکه ای غیر دولتی را فراهم سازد. در این راستا، مفهوم بازدارندگی شبکه ای مقاومتی و سیستم های بازدارندگی چند پیکری، از جمله دستاوردهای اصلی و نوآوری های مقاله محسوب می گردد که می تواند سرآغازی برای دستورکارهای پژهشی در حوزه بازدارندگی و امنیت محسوب گردد. استفاده دو کشور ایران و پاکستان از بازدارندگی شبکه ای غیر دولتی نیز به منظور عینیت بخشیدن به مباحث مطرح شده مورد بررسی خواهد گرفت. در این مسیر از روش ابداکتیو استفاده شده است.
Due to its significant applications in security building, deterrence system has always been an issue of consideration. One of the important issues in deterrence systems is the mechanisms that these systems are built upon. In accordance with the changes of structures in international order and evolution of order patterns, deterrence has also evolved. One of these changes, is the networked base effect of non- state actors on deterrence system. This evolution has not been considered in recent theories of deterrence in I.R. So, the main concern of this article is on the way on which non- state actors affect the formation and patterns of deterrence. It is concluded that in the context of asymmetric patterned of order, non-state networks effect on deterrence-based policies by benefiting from heterarchical order structures and converting power to threat. They can finally form the panarchy of deterrence in international relations. By updating the fifth wave of deterrence theory and complying It with the principles of complex- chaotic theory and networked order, this article could provide theoretical bases for elucidation of non- state networked deterrence. The concepts of resilient- networked deterrence and multifaceted deterrence are newly used in this article and can be a proper ground for further research in the field of security and deterrence. At the end, the resort of Iran and Pakistan to non- state networked deterrence has been analysed to realize the theoretical founding arguments of the article. An abductive method of research has been used in this work
