چکیده:
هدف اصلی پژوهش حاضر، آسیبشناسی شیوههای انتصاب مدیران بازرگانی در شرکتهای دولتی کشور بوده که جهت تحقق این مهم از الگوی آسیبشناسی سهشاخگی؛ از روش تحقیق ترکیبی و جهت گردآوری دادههای کیفی و کمی به ترتیب از مصاحبه و پرسشنامه محققساخته بهره برده شد. نتایج پژوهش نشان داد که: (1) غلبه فضای سیاسی و وابستگی انتخاب مدیران بازرگانی به جریانات سیاسی و (2) دخالت شخصیتهای حقیقی و حقوقی غیرمرتبط در فرایند انتخاب مدیران، از جمله مهمترین آسیبهای محیطی در فرایند انتصاب مدیران بازرگانی در شرکتهای دولتی کشور بوده است. همچنین (1) اجرای سلیقهای دستورالعملها و آییننامهها در انتصاب مدیران بازرگانی، (2) انتخاب افراد مطیع و (3) اولویت داشتن افراد همسو یا همانند در فرایند انتخاب شدن، مهمترین آسیبهای رفتاری بوده است. علاوه بر این (1) عدم استفاده از الگوی علمی و مدون در انتصاب مدیران، (2) دقیق و جامع نبودن شاخصهای سنجش تواناییهای افراد جهت تصدی پستهای مدیریت بازرگانی مانند تسلط بر قوانین بازرگانی و گمرکی و (3) عدم انطباق و همخوانی بین تخصص افراد انتصاب شده با تخصص بازرگانی، بهعنوان مهمترین آسیبهای ساختاری در فرایند انتصاب مدیران بازرگانی در شرکتهای دولتی کشور شناسایی شدند. نتایج پژوهش نشان داد که آسیبهای ساختاری در فرایند انتصاب مدیران از یکسو میزان تأثیرپذیری سازمان از آسیبهای محیطی را افزایش میدهد و از سوی دیگر وقوع آسیبهای رفتاری را در این حوزه تسهیل و تسریع میکند.
The main goal of the current research is to Pathology of Appointment Methods of business managers in state-owned companies in the country. In order to achieve this goal, the three-horned pathology model; A mixed research method was used to collect qualitative and quantitative data, respectively, interviews and researcher-made questionnaires. The results of the research showed that: (1) the predominance of the political environment and the dependence of the selection of business managers on political currents and (2) the involvement of unrelated real and legal personalities in the process of selecting managers, including the most important environmental damages in the process of Appointment business managers in the company has been the government of the country. Also, (1) arbitrary implementation of instructions and regulations in the appointment of business managers, (2) selection of obedient people and (3) giving preference to people who are aligned or similar in the selection process have been the most important behavioral damages. In addition, (1) not using a scientific and documented model in the appointment of managers, (2) not being accurate and comprehensive in measuring the abilities of people to hold business management positions, such as mastery of commercial and customs laws, and (3) Non-compliance and congruence between the expertise of the appointed people and commercial expertise were identified as the most important structural damage in the process of appointing commercial managers in the country's state-owned companies. The results of the research showed that structural damages in the process of appointing managers, on the one hand, increase the effectiveness of the organization from environmental damages, and on the other hand, it facilitates and accelerates the occurrence of behavioral damages in this area.
