چکیده:
امروزه متغیرهای کلان اقتصادی همچون فقر، نابرابری اقتصادی و درآمدی و بیکاری، از جمله فاکتورهای مهم و اساسی شناخته شده در وقوع پدیده جرم به شمار میروند. پیشگیری در انواع رویکردهایش به ویژه رویکردهای اصلاحی و مکانیکی نیازمند برنامه و هزینههای مالی طولانی مدت میباشد. هدف از طرح این پژوهش ارائه پیشگیری بهینه در انواع بسترهای اقتصادی وقوع جرم است. در نوشتار حاضر که یک مطالعه توصیفی، تحلیلی و انتقادی در زمینه انواع پیشگیری از جرایم است، نگارندگان با اشاره به پژوهشهای تجربی انجام گرفته، مفاهیم اولویتشناسی و پیوستگی را هم در تحلیل بسترهای جرمزا و هم در ارتباط با حوزه پیشگیری تبیین کردهاند. این در حالی است که مطالعات اقتصاد جرم و جنایت، معمولاً آثار این علل را به تفکیک و مجزا از هم، ارزیابی میکند. در حوزه پیشگیری از جرم نیز همین رویکرد تفکیکی در پیشگیریهای اجتماعی غالب بوده است. نتایج به دست آمده حاکی از این مسئله هستند که برخی از بسترهای اقتصادی وقوع جرم یعنی فقر، نابرابری اقتصادی و درآمدی تحت تأثیر نرخ بیکاری بوده، لذا رابطه مثبت و معناداری با این متغیرّ کلان اقتصادی پیدا میکنند. دستآورد دیگر مطالعه حاضر نشاندهنده مناشی مجرمانهای با عنوان جرایمسازمانیافته هستند. بنابراین، این عوامل علاوه بر اینکه خود مستقلاً عاملی برای وقوع جرایم خُردی همچون سرقت و قتل در جامعه هستند، میتوانند نشئت گرفته از جرایم کلان سازمانیافته و اقتصادی باشند. در زمینه انواع رویکردهای پیشگیری نیز به جای تأمین هزینههای مالی یکسان میبایست با تخصیص بهینه اقتصادی، راه را برای پیشگیری مؤثرتر مکانیکی و تنبیهی هموار ساخت.
Today, macroeconomic variables such as poverty, economic inequality and income and unemployment are among the important and well-known factors in the occurrence of crime. Prevention in its various approaches, especially corrective and mechanical approaches, requires long-term planning and financial costs. The purpose of this study is to provide optimal prevention in various economic contexts of crime. In the present article, which is a descriptive-analytical and critical study in the field of types of crime prevention, the author refers to empirical research, the concepts of prioritization and continuity both in the analysis of criminal contexts and in relation to the field. Explained prevention. Crime economics studies, on the other hand, usually assess the effects of these causes separately. In the field of crime prevention, the same discriminatory approach has prevailed in social prevention. The results indicate that some economic contexts of crime, ie poverty, economic inequality and income are affected by the unemployment rate, so they have a positive and significant relationship with this macroeconomic variable. Another achievement of the present study is the indication of a criminal offense called organized crime. Thus, in addition to being independent factors in the occurrence of petty crimes such as robbery and murder in society, these factors can also originate from large-scale organized and economic crimes. In the case of various prevention approaches, instead of providing the same financial costs, the way should be paved for more effective mechanical and punitive prevention with optimal economic allocation.
