چکیده:
در عصر ناصرالدین شاه با توسعه آموزش و همچنین ترجمه کتابهای خارجی و رشد چاپ و نشرء نسلی
منتقد و منورالفکر شکل گرفت که گهگاه با انتشار افکار جدید و مترقی خود در جراید و نشریات» عملکرد
شاه و دربار را به چالش میکشید و به نقد و اعتراض میپرداخت. هرچند حکومت از همان ابتدا در جهت
ممانعت از گسترش این اندیشهها تلاشهایی نمود. ولی گام اصلی زمانی برداشته شد که در «وزارت
انطباعات» زیرمجموعهای به نام «اداره سانسور» تاسیس گردید. چگونگی تاسیس این اداره و نحوه فعالیت
آن مسئلهای است که در این تحقیق به آن پرداخته شده است. این پژوهش در چارچوب مطالعه تاریخی و با
بررسی روزنامهها و کتب عصر ناصری مشخص میکند که به پیشنهاد محمدحسنخان اعتمادالسلطنه در
«وزارت انطباعات» بخشی به نام «اداره سانسور» تاسیس گردید. تا بنا به ضرورت» این اداره از طریق کنترل
و نظارت برعملکرد «اداره پست»» «دارالترجمه ناصری» و «چاپخانههای ممالک محروسه» اوامر شاه را در
ارتباط با مندرجات جراید به اجرا در آورده و از انتشار مطالب انتقادی و افکار آزادیخواه جلوگیری کند.
In the era of Naser al-Din Shah, with the development of and access to
education as well as the translation of foreign books and the growth of
publications, a critical and enlightened generation was formed, occasionally
challenged Shah and the court and criticized and protested against the practice
of government by publishing new and progressive ideas in newspapers and
journals. However, from the beginning the government made efforts to prevent
the spread of these ideas. But the main step was taken when an affiliate called
the “Censorship Office” was established at the “Publication Administration”
and the publications were severely controlled. Establishment and operation of
this Office are issues that has been addressed in this research. This research,
conducted in the context of historical study and review of sources such as
newspapers and books of the Naserian era, reveals that at the time of Naser al-
Din Shah and at the suggestion of Muhammad Hassan Khan Etemad-al-
Saltaneh, a department entitled “Censorship Office” was established in the
“Publication Administration” in order to execute Shah’s orders regarding
newspapers and journals by necessity, through control and oversight of the
operations of the “Post Office”, the “Royal Translation Bureau”, the “Guarded
Domains Printing Houses” and to prevent the dissemination of critical material
and liberal thoughts.
