چکیده:
قدرت دارای ابعاد گوناگونی است، منظور ما در اینجا بعد حکمرانی مردمی و اجتماعی آن است که از آن به قدرت اجتماعی یاد میشود. بلوچها ازجمله اقلیتهای قومی تأثیرگذار در مناسبات جامعه ایران محسوب میشوند، توزیع قدرت در این منطقه بهصورت دوسطحی است به این معنی که قدرت به دو طیف رسمی و غیررسمی تقسیم میشود، سطح رسمی که از سلسلهمراتب تقسیمات کشوری توسط حکومت مرکزی پیروی میکند و سطح غیررسمی که بر مبنای قومیت و مذهب شکلگرفته است. هدف این پژوهش تبیین راهبردهای توزیع قدرت اجتماعی در بین اقوام ایرانی باتاکید برسیاست های کلی نظام است که این مطالعه به صورت موردی اقوام بلوچِ ساکن جنوب شرق کشور را مورد بررسی قرار می دهد.این پژوهش از نوع پژوهشهای کیفی است که با استفاده از رویکرد مبتنی بر نظریه داده بنیاد انجام شد. جامعه آماری شامل افراد متخصص و صاحبنظر درزمینه مسائل اقوام و مذاهب شامل اساتید دانشگاه، مسئولین اجرایی و امنیتی استان و صاحبنظران حوزه مذکور از عزیزان بلوچ ساکن در منطقه بود که با استفاده از رویکرد نمونهگیری هدفمند درمجموع تعداد 17 نفر بهعنوان مشارکتکنندگان در پژوهش انتخاب شدند. دادهها به روش مصاحبه با هدایت کلیات و بهصورت نیمه ساختاریافته گردآوریشده و با بهرهگیری از روش تحلیل محتوا موردبررسی قرار گرفت.مقوله محوری مطالعه، چگونگی توزیع قدرت غیررسمی موجود در میان قوم بلوچ ساکن در ایران است که نهایتا منجر به شناسایی چهار طیف قدرت شامل: نخبگان مذهبی، نخبگان قومی، نخبگان علمی و نخبگان اقتصادی گردید.
Power has various dimensions, we mean here the dimension of popular and social governance, which is called social power. The Baluchis are among the influential ethnic minorities in the relations of Iranian society. The distribution of power in this region is two-level, meaning that power is divided into formal and informal spectrums, the formal level following the hierarchy of divisions by the central government and the informal level. It is based on ethnicity and religion. The purpose of this study is to explain the strategies of distribution of social power among Iranian ethnic groups with emphasis on the general policies of the system. This case study examines the Baluch ethnic groups living in the southeast of the country. This research is a qualitative research that uses a basic approach. It was based on data theory. The statistical population consisted of experts in the field of ethnicities and religions, including university professors, executive and security officials of the province and experts in the field of Baluch loved ones living in the area. Using targeted sampling approach, a total of 17 people were selected as participants in the study. Data were collected through interviews under the guidance of generalities and in a semi-structured manner and analyzed using content analysis method. The central theme of the study is how to distribute informal power among the Baluch people living in Iran, which ultimately led to the identification of four power spectrums including: They became religious elites, ethnic elites, scientific elites and economic elites.
